Tara LeBlanc is an executive leader in the federal IT and mission solutions space, currently serving as the executive vice president of Civilian Mission Solutions at Sev1Tech. In this role, LeBlanc concentrates on solution development tailored to current and prospective civilian federal customers. She drives growth in areas such as IT modernization, cloud transformation journeys, enterprise infrastructure support, and mission-enabling technologies that help agencies achieve strategic objectives efficiently and securely.
With more than 25 years of experience, Ms. LeBlanc specializes in overseeing large-scale, enterprise-level, and technically complex IT infrastructure programs and portfolios. She excels in strategic and technical planning, leadership, and the assessment, planning, and execution of process-driven, mission-focused solutions that consistently deliver on-time and within-budget results for federal and commercial clients. Ms. LeBlanc joined Sev1Tech at its founding in 2010, where she contributed technical program and project management expertise across a diverse range of Federal and commercial contracts.
Her early work encompassed mission-critical IT engineering and operations, acquisition PMO support, geospatial infrastructure, data center relocation, and financial management modernization services. She played a pivotal role in expanding Sev1Tech’s homeland security and civilian portfolio, delivering solutions and integration services to major Department of Homeland Security (DHS) components including DHS Headquarters, U.S. Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), Transportation Security Administration (TSA), Federal Emergency Management Agency (FEMA), U.S. Coast Guard (USCG), and the Cybersecurity and Infrastructure Security Agency (CISA).
Prior to joining Sev1Tech, Ms. LeBlanc’s career included significant contributions to CBP’s Office of Information Technology (OIT) while at QinetiQ-NA and Automation Technologies. There, she supported the Systems Integration Management Branch and Data Center Infrastructure Management, gaining deep exposure to enterprise and mission-critical applications while cultivating a strong mission-oriented delivery approach. Earlier roles as a general manager for a commercial software company further honed her abilities in identifying efficiencies, building high-performing teams, fostering collaboration, and tackling complex technical challenges head-on.
Ms. LeBlanc’s leadership has earned external recognition, including being named among the Top 20 National Security Execs to Watch in 2022 by WashingtonExec, highlighting her impact in the federal contracting and national security ecosystem. She has also been featured in industry discussions on topics like supporting federal agencies through full cloud adoption lifecycles and advancing diversity in technology (e.g., through partnerships with organizations like Women in Technology).
